Notify of changes

This feature of docman is implemented using N trustee on file. However, permissions on file also affect which notifications will be sent to users:

permission	notification about actions
R read (file)	upload new file or check-in existing create new file save changes in file rename file
W write (file)	upload new file or check-in existing creation of new file or directory delete file or directory undelete file or directory

Notify about one event on one file is sent only once. So if user has read and write permission on file, check-in of new version will generate just one message (this is logical).
